Ministry of Education (Schools Division) Victoria This paper discusses the development of an interview test of proficiency in the 0 to 1 + range on the Australian Second Language Proficiency Rating Scale. Items were written toward 29 specified objectives using specially developed algorithms. These were then trialled on 253 students from the Adult Migrant Education Program in Melbourne. The data were analyzed using the Rasch Partial Credit model and trial forms were brought onto a common scale (ITESL scale). Subsequently 20 items were selected and organized into three over lapping forms of 10 items each. Satisfactory reliabilities and validities were established.
